Referees without assignments on a particular date who have indicated availability may be considered for TBA assignments. Priority: During the Fall/Winter season, referees who maintain weekend availability will receive priority consideration for regular and TBA game assignments. The general rule is that TBA games are assigned to referees based on the number of games they have for that week.

As the Fall and Winter seasons begin in late October or early November, we will clearly outline how we allocate assignments. Each referee's availability will determine assignments. Indicating availability for both Saturday and Sunday will increase the likelihood of receiving more assignments, whereas limited availability may confine an individual to a single block of games. Over 50% of our games take place on weekends; therefore, weekend availability is essential.

Please ensure that your availability is accurate and submitted by the specified deadline each week or when requested. We rely on this information to assign games, provide complete coverage, and publish the schedule on time.

When you indicate you are available, you confirm that you can accept assignments during those times. Inaccurate availability, late changes, or missed deadlines can lead to uncovered games, last-minute reassignments, and extra work for fellow referees and schedulers.

Before the deadline, please review your availability carefully and update it to reflect your actual schedule. If an unexpected situation arises after assignments have been made, notify NWISR as soon as possible.

Accurate and timely availability is an important professional responsibility and helps the entire referee team operate successfully.

Be sure to arrive at the venue at least 15 minutes prior to the start of your first game of the day. Upon arrival, take a moment to check in all of the teams participating in the event.  Collect all player cards from each team, as these will be essential for tracking player eligibility and game statistics. Once everything is in order, confirm that all necessary preparations are in place to start the games on time. Timeliness is key to ensure a smooth and efficient event.

All NWISR referees must arrive at every assignment wearing the complete, approved referee uniform and current referee badge. The uniform must be clean, professional, and worn properly throughout the entire assignment.

The approved uniform and badge identify referees as authorized officials and demonstrate professionalism, consistency, and respect for the game, players, coaches, facilities, and NWISR.

Referees who arrive without the proper uniform or approved badge may be removed from the assignment and may not receive payment for that game. Repeated violations may result in fewer assignments or additional disciplinary action.

Wearing the approved referee uniform and badge is not optional—it is an essential responsibility of every NWISR referee.

All referees must act and conduct themselves professionally at all times while representing NWISR. This requirement applies at every facility and during all interactions with players, coaches, spectators, facility staff, fellow referees, and NWISR personnel. Unprofessional behavior will not be tolerated and may result in disciplinary action, including removal from assignments.

All referees are required to follow NWISR policies, procedures, and the official rules provided for each game. Referees may not create, change, or substitute their own rules while officiating for NWISR. It is every referee’s responsibility to know and correctly apply the rules. If you do not know the rules, you are expected to learn them before officiating.

This agreement explains the terms under which I may be assigned to officiate soccer matches by Metro PDX Soccer LLC and the leagues, tournaments, and indoor facilities for which it assigns referees (collectively, the "Organizations)

1.  Independent Contractor Status.

I understand that with respect to the Organization, I am an independent contractor, as listed in the Oregon Revised Statutes (ORS). I may or may not be assigned to any games. I will not be provided benefits of any kind, including workers' compensation insurance or unemployment insurance. I am responsible for all taxes arising from my services, including FICA, and any applicable gross receipts. I am also responsible for providing my own equipment and uniforms. The Organizations will not provide insurance coverage unless stated otherwise in writing.

2. Referee Qualifications and Responsibilities.

1. I have been trained in the general rules of refereeing indoor soccer and futsal games.                                                           

2. Before accepting any assignments, I will familiarize myself with the competition rules for the applicable league, tournament, or indoor facility. 

3. I will follow those rules in each assignment that I accept.

4. I understand that some fields may lack markings or may not be in ideal condition, and I will work with the teams to support the safe completion of each game to the extent reasonably possible.

5. I will perform my duties professionally and with appropriate conduct.

6. The Organizations do not control the manner in which I perform refereeing services, except as required by applicable competition rules and administrative requirements.

3. Reporting and Availability.

  I will file a written game report for each required game within 24 hours after completing the assigned match. If I am unable to complete an assignment, I will contact Metro PDX Soccer LLC at least 72 hours before game time whenever possible. I understand that failure to comply with these requirements may result in forfeiture of my game fee, fines, and/or referral to the Referee Professionalism Committee, as applicable.
